Texas Establishes Deadlines for Balance Billing Mediation

On June 20, 2025, Gov. Abbott signed SB 2544 into law. The law established a 180-day deadline for out-of-network providers and health plan issuers or administrators to request mediation in a balance billing dispute. Under Texas law, out-of-network providers must follow a mediation process established by the Texas Department of Insurance (TDI) to resolve billing disputes with plans regulated by the state (or self-insured plans that opted into the process). The law imposes this requirement on fully insured plans regulated in the state. The requirements outlined in the law took effect immediately.

Employers with fully insured plans regulated by the state (or self-insured plans that opted into the process) should be aware of this change.
